Citons p\u00eale-m\u00eale : les protestations, les r\u00e9sistances, l\u2019effet NIMBY ou plus largement les r\u00e9flexions sur la r\u00e9ception des politiques publiques. Les leviers pour tenter d\u2019apaiser ou r\u00e9duire les contestations sont tout aussi nombreux : le recours \u00e0 la force publique mais aussi la communication ou la participation, que celle-ci passe par la consultation ou la co-construction de l\u2019action publique.<\/p>\n<h2>L\u2019acceptation sociale comme horizon des politiques publiques<\/h2>\n<p style=\"text-align: justify;\">Les notions d&rsquo;acceptabilit\u00e9 et d&rsquo;acceptation s\u2019imposent de plus en plus dans le langage courant comme dans les dispositifs d\u2019\u00e9valuation des politiques publiques. Les politistes fran\u00e7ais lui pr\u00e9f\u00e8rent encore les termes d\u2019assentiment ou d\u2019adh\u00e9sion aux politiques men\u00e9es. Pour autant, l&rsquo;acceptabilit\u00e9 rejoint d\u00e9sormais la l\u00e9galit\u00e9 et l&rsquo;efficacit\u00e9 parmi les exigences d&rsquo;un bon pilotage de l\u2019action publique.<\/p>\n<p style=\"text-align: justify;\">Les gouvernants invoquent le\u00a0 d\u00e9faut d\u2019acceptabilit\u00e9 pour justifier un refus d\u2019agir ou le besoin de temporiser. Les parties prenantes le moquent pour mieux d\u00e9noncer leur inaction ou leur manque de courage. L&rsquo;attention accord\u00e9e \u00e0 l\u2019acceptation sociale traduit ainsi un d\u00e9placement du lieu de construction de la l\u00e9gitimit\u00e9 de l\u2019intervention publique. Elle s\u2019inscrit dans la contestation de la d\u00e9mocratie repr\u00e9sentative et est une <a href=\"https:\/\/journals.openedition.org\/vertigo\/17123\">manifestation concr\u00e8te de l&rsquo;imp\u00e9ratif d\u00e9lib\u00e9ratif qui accompagne ses transformations. <\/a><\/p>\n<h2>L\u2019acceptation sociale, un simple \u00e9tat de l\u2019opinion publique<\/h2>\n<p style=\"text-align: justify;\">Pourtant, l&rsquo;acceptabilit\u00e9 et l\u2019acceptation sociales ne sont souvent rien d&rsquo;autre qu&rsquo;une mesure, amont ou aval, de l&rsquo;opinion publique, via <a href=\"http:\/\/www.homme-moderne.org\/societe\/socio\/bourdieu\/questions\/opinionpub.html\">cet outil particuli\u00e8rement frustre qu&rsquo;est le sondage d&rsquo;opinion<\/a>. Un d\u00e9faut d&rsquo;acceptabilit\u00e9 d&rsquo;une intervention publique t\u00e9moignerait que \u00ab\u00a0la majorit\u00e9 silencieuse n&rsquo;en veut pas\u00a0\u00bb ! Ainsi r\u00e9duite \u00e0 une mesure de l\u2019\u00e9tat de l\u2019opinion \u00e0 un moment donn\u00e9, il est difficile de continuer \u00e0 en faire un outil de transformation de la d\u00e9mocratie !<\/p>\n<p style=\"text-align: justify;\">Il est tout aussi difficile d&rsquo;en faire une notion utile pour la fabrique des politiques publiques. <a href=\"https:\/\/www.liberation.fr\/france\/2018\/06\/29\/a-vies-sauvees-avis-mauvais_1663021\">Pourtant, les fondements de l&rsquo;acceptabilit\u00e9 de l&rsquo;action publique reposent \u00e0 la fois sur son efficacit\u00e9, le respect des normes l\u00e9gales, la l\u00e9gitimit\u00e9 de ceux qui la portent et les pratiques consultatives qui jalonnent sa mise en forme.<\/a> L&rsquo;\u00e9nonc\u00e9 de ces diff\u00e9rents facteurs montre toute l\u2019importance du travail de construction politique de l\u2019acceptation sociale.<\/p>\n<h2>L\u2019acceptation sociale, le produit d&rsquo;un travail politique\u00a0<strong><br \/><\/strong><\/h2>\n<p style=\"text-align: justify;\">La compr\u00e9hension de ce travail conduit \u00e0 ne pas s\u2019int\u00e9resser simplement \u00e0 l\u2019acceptation par les publics mais aussi \u00e0 l\u2019acceptation de ceux \u00e0 qui revient, d\u2019une part, la d\u00e9cision et, d\u2019autre part, la t\u00e2che de la mettre en \u0153uvre. En effet, pour obtenir l&rsquo;application efficace d&rsquo;une mesure, il faut motiver et impliquer les agents charg\u00e9s\u00a0 de la rendre effective et s&rsquo;assurer le soutien des \u00e9lus, c\u2019est-\u00e0-dire de ceux \u00e0 qui la politique va \u00eatre imput\u00e9e. La r\u00e9ussite ou l\u2019\u00e9chec d\u2019une politique publique d\u00e9pend du degr\u00e9 d\u2019acceptation politique et professionnelle de l\u2019innovation.\u00a0<\/p>\n<h2>La compr\u00e9hension des m\u00e9canismes de production de l&rsquo;acceptation<\/h2>\n<p style=\"text-align: justify;\">Les m\u00e9canismes de production politique de l\u2019acceptation sont relativement bien identifi\u00e9s. Le recours \u00e0 la communication publique appara\u00eet pr\u00e9pond\u00e9rant. Celle-ci peut avoir pour cible l\u2019opinion publique mais aussi les agents concern\u00e9s. Les autorit\u00e9s publiques n&rsquo;h\u00e9sitent pas non plus \u00e0 op\u00e9rer un v\u00e9ritable travail d\u2019enr\u00f4lement, notamment des experts, par la valorisation des retours d&rsquo;exp\u00e9rience et la comparaison internationale.<\/p>\n<p style=\"text-align: justify;\">En cons\u00e9quence, la compr\u00e9hension de l&rsquo;acceptation passe aussi par des recherches consacr\u00e9es \u00e0 ses dimensions les plus sp\u00e9cifiquement politiques.
