Rennings (2000) soutient l\u2019id\u00e9e que m\u00eame si les d\u00e9terminants classiques de l\u2019innovation jouent un r\u00f4le cl\u00e9, les innovations environnementales sont \u00e9galement impuls\u00e9es par un double effet r\u00e9glementaire. Il consid\u00e8re en effet qu\u2019il faut ajouter aux d\u00e9terminants classiques de l\u2019innovation, \u00ab\u00a0<em>demand pull\u00a0\u00bb<\/em> et de \u00ab\u00a0<em>technology-push\u00a0\u00bb<\/em>, un troisi\u00e8me d\u00e9terminant appel\u00e9 \u00ab\u00a0<em>regulatory push-pull effect\u00a0\u00bb<\/em>.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><strong><em>Double externalit\u00e9 et incertitude <\/em><\/strong><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">Pour justifier son hypoth\u00e8se, il met en \u00e9vidence que, contrairement aux innovations classiques, les innovations environnementales sont caract\u00e9ris\u00e9es par\u00a0 \u00ab\u00a0une double externalit\u00e9\u00a0\u00bb, \u00e0 la fois dans la phase d\u2019innovation et dans la phase de diffusion, car ces innovations produisent non seulement des externalit\u00e9s de connaissances, mais aussi des externalit\u00e9s positives li\u00e9es \u00e0 la composante de bien public qui caract\u00e9rise les biens environnementaux. Ainsi, en am\u00e9liorant la qualit\u00e9 de l\u2019environnement, la diffusion des innovations environnementales est toujours socialement d\u00e9sirable. \u00a0D\u00e8s lors, cette double dimension limite les incitations priv\u00e9es des entreprises \u00e0 financer et adopter ces innovations car elles ne peuvent capturer toute la valeur g\u00e9n\u00e9r\u00e9e. Par ailleurs, Rennings (2000) montre \u00e9galement que, dans le cadre des technologies moins polluantes, le consommateur rencontre des difficult\u00e9s \u00e0 appr\u00e9hender les caract\u00e9ristiques environnementales lors de sa d\u00e9cision d\u2019achat\u00a0; ce qui r\u00e9duit son consentement \u00e0 payer pour ce type de biens. En effet, les technologies environnementales rev\u00eatent un double statut de biens d\u2019exp\u00e9rience et de biens de croyance dans la mesure o\u00f9 la v\u00e9rification par le consommateur est difficile, aussi bien lors de l\u2019utilisation qu\u2019apr\u00e8s l\u2019utilisation (Tankam et al. 2019). Il semble complexe pour le consommateur de trouver <em>ex ante<\/em> des informations fiables, et difficile de valider ces informations, m\u00eame apr\u00e8s consommation, sauf \u00e0 tr\u00e8s long terme. La plupart du temps, le consommateur n\u2019est pas en mesure d\u2019\u00e9valuer la qualit\u00e9 environnementale et sanitaire du produit consomm\u00e9. Il fait donc face \u00e0 une incertitude forte et souvent persistante quant \u00e0 la qualit\u00e9 environnementale du produit qu\u2019il ach\u00e8te\u00a0; ce qui a pour cons\u00e9quence de limiter l\u2019attractivit\u00e9 de ce type de biens. Dans un tel contexte, les r\u00e9glementations environnementales jouent un r\u00f4le central dans le d\u00e9veloppement des technologies moins polluantes. Elles font na\u00eetre un double effet r\u00e9glementaire (Rennings, 2000) qui prend la forme d\u2019un effet <em>regulatory-push<\/em>, en favorisant de nouvelles opportunit\u00e9s dans le d\u00e9veloppement des innovations environnementales\u00a0; et d\u2019un effet <em>regulatory-pull,<\/em> en am\u00e9liorant la sensibilit\u00e9 de la demande aux caract\u00e9ristiques environnementales.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><strong><em>Des \u00e9tudes empiriques divergentes <\/em><\/strong><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">Sur le plan empirique, les \u00e9tudes men\u00e9es sur la relation entre r\u00e9glementation environnementale et innovation conduisent \u00e0 des r\u00e9sultats contradictoires. Il n\u2019existerait pas de relation syst\u00e9matique entre r\u00e9glementation, comp\u00e9titivit\u00e9 et innovation. Ambec et al. (2013) montrent que les cas o\u00f9 \u00ab\u00a0\u00e7a marche\u00a0\u00bb sont aussi nombreux que les cas o\u00f9 \u00ab\u00a0\u00e7a ne marche pas\u00a0\u00bb. Cette controverse sur les r\u00e9sultats empiriques est en partie li\u00e9es au fait que l\u2019impact de la r\u00e9glementation sur la dynamique technologique d\u00e9pend de la nature de la r\u00e9glementation environnementale. Nos travaux (Arfaoui et al 2014., Brouillat et al. 2018) montrent que le d\u00e9bat a, dans un premier temps, port\u00e9 sur le choix des instruments politiques. Pendant longtemps les instruments \u00e9conomiques, comme les taxes et les permis n\u00e9gociables, ont \u00e9t\u00e9 consid\u00e9r\u00e9 comme sup\u00e9rieurs, c\u2019est-\u00e0-dire comme ayant une efficacit\u00e9 dynamique en termes d\u2019innovation plus \u00e9lev\u00e9e. Leur avantage est qu\u2019ils cr\u00e9ent des incitations permanentes \u00e0 la r\u00e9duction des impacts environnementaux, car en agissant sur les prix ils permettent de r\u00e9orienter la production vers des technologies moins polluantes. Dans un cadre d\u2019analyse co\u00fbt-avantage, les instruments \u00e9conomiques sont plus efficaces que les instruments de type <em>commande and control<\/em>. Cependant, ce r\u00e9sultat n\u2019est confirm\u00e9 que dans une approche n\u00e9oclassique qui appr\u00e9hende le changement technique comme la cons\u00e9quence du comportement rationnel des producteurs consistant \u00e0 maximiser leur profit ou leur productivit\u00e9 dans le cadre d\u2019une structure de march\u00e9 donn\u00e9e. Au contraire, dans les mod\u00e8les \u00e9volutionnistes, o\u00f9 la technologie est d\u00e9finit comme un processus cumulatif d\u2019essais-erreurs, la sup\u00e9riorit\u00e9 des instruments de march\u00e9 est remise en question. Dans cette approche, en effet, les diff\u00e9rents instruments de type <em>command and control<\/em> peuvent \u00e9galement \u00eatre appropri\u00e9s pour stimuler des innovations environnementales. Les instruments r\u00e9glementaires sont \u00e0 priori plus \u00e0 m\u00eame d\u2019engendrer une transformation du \u00ab\u00a0paradigme technologique\u00a0\u00bb existant n\u00e9cessaire pour atteindre des objectifs de soutenabilit\u00e9. Quant aux instruments \u00e9conomiques ils se montreraient plus appropri\u00e9s pour encourager des changements incr\u00e9mentaux et la diffusion de nouvelles technologies. Toutefois, ces r\u00e9sultats ne repr\u00e9sentent que des tendances g\u00e9n\u00e9rales et ne traduisent aucune relation syst\u00e9matique.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><strong><em>Le r\u00f4le clef du policy design\u00a0: s\u00e9v\u00e9rit\u00e9, flexibilit\u00e9 et timing <\/em><\/strong><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">L\u2019approche \u00e9volutionniste reconna\u00eet donc que le d\u00e9bat s\u2019est cristallis\u00e9 autour de la s\u00e9lection d\u2019un type d\u2019instrument de politique environnementale, alors que des facteurs autres que le simple choix de l\u2019instrument influencent l\u2019efficacit\u00e9 de la politique environnementale. Or, il serait plus pertinent de faire porter le d\u00e9bat sur les caract\u00e9ristiques des instruments qui assureraient le succ\u00e8s des politiques environnementales. La question qui se pose alors est celle de savoir quelles sont les conditions qui favoriseraient le d\u00e9veloppement des technologies environnementales. Dans cette perspective, de nombreux auteurs soulignent l\u2019importance des attributs du <em>policy design<\/em> dans le d\u00e9veloppement des technologies environnementales.
