{"id":4163,"date":"2022-01-28T18:16:02","date_gmt":"2022-01-28T17:16:02","guid":{"rendered":"http:\/\/observatoire-asap.org\/?p=4163"},"modified":"2022-01-31T08:26:41","modified_gmt":"2022-01-31T07:26:41","slug":"chiffres-et-decision-la-part-des-pairs","status":"publish","type":"post","link":"https:\/\/observatoire-asap.org\/index.php\/2022\/01\/28\/chiffres-et-decision-la-part-des-pairs\/","title":{"rendered":"Chiffres et d\u00e9cision : la part des pairs"},"content":{"rendered":"<p style=\"text-align: justify;\">La Section 06 \u00ab\u00a0Sciences de Gestion et du Management\u00a0\u00bb du Conseil National des Universit\u00e9s (CNU) a publi\u00e9 un <a href=\"https:\/\/presses-universitaires.univ-amu.fr\/disputatio-au-coeur-du-management\">ouvrage collectif <\/a>visant \u00e0 apporter un \u00e9clairage sur les d\u00e9bats actuels autour de la gouvernance du syst\u00e8me universitaire et, plus g\u00e9n\u00e9ralement, \u00e0 aborder un certain nombre de questionnements qui traversent la discipline. Parmi ces questionnements figure l\u2019\u00e9valuation scientifique des enseignants-chercheurs.<\/p>\n<p style=\"text-align: justify;\">Le milieu universitaire fran\u00e7ais a connu et connait actuellement plusieurs r\u00e9formes (par exemple, la loi d\u2019autonomie des universit\u00e9s ou la loi de programmation de la recherche). Elles tendent \u00e0 faire \u00e9voluer non seulement le statut des enseignants-chercheurs et leurs perspectives de carri\u00e8re, mais aussi le contenu m\u00eame de leurs activit\u00e9s et leurs conditions de travail. L\u2019\u00e9valuation des enseignants-chercheurs appara\u00eet au c\u0153ur des \u00e9volutions connues par la profession. Dans ce cadre, l\u2019objectif du chapitre est de questionner d\u2019abord le pouvoir performatif des chiffres et des \u00e9valuations quantitatives (le chiffre en tant que cr\u00e9ateur de r\u00e9alit\u00e9) et, ensuite, le contr\u00f4le que peut exercer le chiffre sur l\u2019\u00e9valu\u00e9.<\/p>\n<h2 style=\"text-align: justify;\"><strong>Le r\u00f4le du chiffre dans la soci\u00e9t\u00e9 <\/strong><\/h2>\n<p style=\"text-align: justify;\">En effet, la production et la communication de chiffres rel\u00e8vent de ce que l\u2019on appelle la quantification et cette quantification est dot\u00e9e d\u2019une capacit\u00e9 performative, c\u2019est-\u00e0-dire qu\u2019elle ne d\u00e9crit pas seulement les choses, elle participe aussi \u00e0 leur transformation.<\/p>\n<p style=\"text-align: justify;\">Aucun secteur qu\u2019il soit priv\u00e9, public, marchand ou non marchant n\u2019\u00e9chappe aujourd\u2019hui aux pratiques de chiffrage. Quelles sont les raisons de la g\u00e9n\u00e9ralisation de telles pratiques\u00a0?<\/p>\n<p style=\"text-align: justify;\">Les chiffres inspirent la confiance car ils sont en apparence objectifs et fiables de sorte que rare sont ceux qui questionnent la mani\u00e8re dont ils sont construits. Pourtant, loin d\u2019\u00eatre objectifs et neutres, les chiffres sont en r\u00e9alit\u00e9 porteurs de l\u2019intention de ceux qui les construisent. En cherchant \u00e0 r\u00e9duire les enseignants-chercheurs \u00e0 la seule chose qui est visible, c\u2019est-\u00e0-dire ce qui est quantifiable, il y a donc en r\u00e9alit\u00e9 l\u2019id\u00e9e de vouloir mieux les contr\u00f4ler et ce alors m\u00eame que la libert\u00e9 d\u2019initiative, de recherche et d\u2019esprit caract\u00e9risent normalement la profession.<\/p>\n<p style=\"text-align: justify;\">Il ne faut pour autant pas tuer le chiffre. Le chiffre n\u2019est en effet ni bon ni mauvais en soi et il est tout \u00e0 fait possible d\u2019en faire une utilisation raisonnable. Il reste un \u00e9l\u00e9ment incontournable du processus d\u2019\u00e9valuation, particuli\u00e8rement dans le cas d\u2019\u00e9valuation dite de \u00ab\u00a0masse\u00a0\u00bb. Les craintes que nous exprimons sont li\u00e9es \u00e0 l\u2019intensit\u00e9 de son usage et \u00e0 sa trop grande importance au sein des processus d\u2019\u00e9valuation. Autrement dit, si les chiffres rassurent et aident \u00e0 la d\u00e9cision qui revient normalement aux pairs, ils ne peuvent pas faire \u00e0 eux seuls la d\u00e9cision\u00a0!<\/p>\n<h2 style=\"text-align: justify;\"><strong>Une utilisation \u00ab\u00a0raisonnable\u00a0\u00bb du chiffre par le CNU 06<\/strong><\/h2>\n<p style=\"text-align: justify;\">Chaque section du CNU organise sa session et qualifie &#8211;\u00a0ou non\u00a0&#8211; les dossiers en fonction de crit\u00e8res propres \u00e0 la discipline. Pour la <a href=\"https:\/\/www.conseil-national-des-universites.fr\/cnu\/#\/entite\/entiteName\/CNU\/idChild\/31\/idNode\/3696-3723\">section 06<\/a>, les crit\u00e8res portent sur l\u2019ensemble des volets qui font la richesse et la complexit\u00e9 du m\u00e9tier d\u2019enseignant-chercheur en Sciences de Gestion et du Management\u00a0: la production scientifique (articles publi\u00e9s, communications en conf\u00e9rences, ouvrages et chapitres d\u2019ouvrages, rapports d\u2019activit\u00e9s, cas p\u00e9dagogiques, articles \u00e0 rayonnement socio-\u00e9conomique, etc.), l\u2019activit\u00e9 p\u00e9dagogique et l\u2019engagement collectif national et local, institutionnel et scientifique. Les crit\u00e8res qui supportent la d\u00e9cision de qualifier ou de ne pas qualifier un candidat vont au-del\u00e0 de l\u2019analyse et de la relecture de la th\u00e8se ainsi que des rapports de soutenance, m\u00eame si ces \u00e9l\u00e9ments sont examin\u00e9s avec attention. Les pairs, r\u00e9unis lors de la session de qualification, discutent chaque dossier et d\u00e9veloppent des arguments favorables ou d\u00e9favorables \u00e0 partir d\u2019\u00e9l\u00e9ments chiffr\u00e9s, mais pas seulement. Ainsi, la contribution \u00e0 une conversation acad\u00e9mique inscrite en Sciences de Gestion et du Management mais aussi l\u2019engagement au sein de soci\u00e9t\u00e9 savante de r\u00e9f\u00e9rence sont des \u00e9l\u00e9ments qualitatifs consid\u00e9r\u00e9s. Conscients des dangers du seul usage du chiffre pour l\u2019\u00e9valuation des enseignants-chercheurs, le CNU 06 a \u00e0 c\u0153ur de conserver une d\u00e9marche o\u00f9 le qualitatif joue un r\u00f4le important. Cette \u00e9valuation qualitative est essentielle pour rendre compte d\u2019\u00e9l\u00e9ments qui sont les fondements m\u00eame du m\u00e9tier d\u2019enseignants-chercheurs tels que la vocation critique et la capacit\u00e9 \u00e0 transmettre et cr\u00e9er des connaissances.
