Un consensus se d\u00e9gage de la litt\u00e9rature, pour souligner ses effets positifs tant pour l\u2019administration que pour les fonctionnaires. Pour autant, \u00e0 notre connaissance, aucune recherche ne s\u2019est int\u00e9ress\u00e9e \u00e0 son influence lors d\u2019un contexte de crise. Nous appuyant sur une recherche r\u00e9alis\u00e9e au Liban entre juin 2020 et mai 2021\u00a0 par questionnaires aupr\u00e8s de 408 professionnels de sant\u00e9, nous tentons d&rsquo;apporter ici des \u00e9l\u00e9ments de r\u00e9ponse \u00e0 ce manque. Nous cherchons \u00e9galement \u00e0 \u00e9tendre la validit\u00e9 externe de r\u00e9sultats acad\u00e9miques \u00e9tablis dans des contextes moins extr\u00eames.<\/p>\n<p style=\"text-align: justify;\">Les m\u00e9decins libanais sont d\u00e9crits comme <a href=\"https:\/\/www.lorientlejour.com\/article\/1244483\/epuise-mal-equipe-et-sous-paye-au-liban-le-corps-soignant-sous-une-pression-extreme.html\"><u>\u00e9puis\u00e9s, mal \u00e9quip\u00e9s et sous-pay\u00e9s.<\/u><\/a> Des milliers d&rsquo;entre eux cherchent \u00e0 \u00e9migrer, tandis que d\u2019autres cherchent un autre emploi au Liban. Cette migration provoque une \u00e9norme p\u00e9nurie m\u00e9dicale, ce qui aggrave la crise. Cependant, la MSP conduit un grand nombre de m\u00e9decins \u00e0 vouloir rester au Liban, m\u00eame dans un contexte, o\u00f9 leur famille leur conseille de quitter le pays ou au moins de prendre des pr\u00e9cautions dans l\u2019exercice de leur m\u00e9tier. L\u2019un d\u2019entre eux \u00e9nonce :<\/p>\n<p style=\"text-align: justify;\"><em>\u201cJe ne pense jamais \u00e0 \u00e9migrer ou \u00e0 quitter mon travail [&#8230;]. Nous devons concentrer nos efforts pour sauver le plus de vies possible.\u201d<\/em><\/p>\n<p style=\"text-align: justify;\">La MSP les conduit ainsi \u00e0 accepter de sur-travailler, alors que leur r\u00e9mun\u00e9ration reste basse. Un m\u00e9decin \u00e9nonce :<\/p>\n<p style=\"text-align: justify;\"><em>\u201cJe n&rsquo;ai pas pris de jour de cong\u00e9 depuis longtemps et je travaille des heures suppl\u00e9mentaires [&#8230;] malgr\u00e9 la baisse des incitations financi\u00e8res et de mon pouvoir d&rsquo;achat.\u201d<\/em><\/p>\n<p style=\"text-align: justify;\">Plus encore, la MSP les conduit \u00e0 d\u00e9velopper un haut niveau d\u2019abn\u00e9gation. Ce dernier se mat\u00e9rialise, \u00e0 travers l\u2019acceptation d\u2019une mise en danger de leur sant\u00e9, par une exposition aupr\u00e8s des malades, alors que les h\u00f4pitaux leur fournissent une protection minimale. \u00a0Ils n&rsquo;essaient pas d&rsquo;\u00e9viter le degr\u00e9 de proximit\u00e9 avec leurs patients COVID-19 lorsqu&rsquo;il est n\u00e9cessaire, d&rsquo;\u00eatre au plus proches de leurs malades, comme en t\u00e9moigne cet autre m\u00e9decin:<\/p>\n<p style=\"text-align: justify;\"><em>\u201cAu cours de la premi\u00e8re vague de la pand\u00e9mie, le niveau de peur \u00e9tait tr\u00e8s \u00e9lev\u00e9. Alors j&rsquo;\u00e9vitais de dormir \u00e0 la maison, je me tenais devant la maison pour voir mes enfants et ma femme qui sont sur le balcon, et je dormais dans une tente dans le jardin de la maison.\u201d<\/em><\/p>\n<p style=\"text-align: justify;\">Plus encore, leur abn\u00e9gation les conduit \u00e0 revenir travailler apr\u00e8s avoir attrap\u00e9 le Covid 19\u00a0:<\/p>\n<p style=\"text-align: justify;\"><em>\u201cC&rsquo;\u00e9tait en octobre 2020 [&#8230;] et j&rsquo;ai r\u00e9cup\u00e9r\u00e9 en novembre 2020. Quelques jours apr\u00e8s mon r\u00e9tablissement, j&rsquo;\u00e9tais de retour au travail avec un moral plus \u00e9lev\u00e9, me sentant comme si j&rsquo;\u00e9tais devenue immunis\u00e9e contre le virus.\u201d<\/em><\/p>\n<p style=\"text-align: justify;\">Nos entretiens \u00e9tablissent aussi que la crise du Covid 19 am\u00e8ne les professionnels de sant\u00e9 \u00e0 s\u2019engager dans leur travail avec un souci permanent d&rsquo;utilit\u00e9 et de performance. Il y a ici une volont\u00e9 de demeurer un professionnel au service de la population et de son employeur public :<\/p>\n<p style=\"text-align: justify;\"><strong>\u201c<\/strong><em>Tout au long de mon travail, je n&rsquo;ai pas ressenti autant de stress que pendant la pand\u00e9mie. Malgr\u00e9 cela, ma performance n&rsquo;a pas diminu\u00e9. Non, \u00e7a s&rsquo;est am\u00e9lior\u00e9.\u201d<\/em><\/p>\n<p style=\"text-align: justify;\"><em>\u201cMa motivation pendant la pand\u00e9mie est plus \u00e9lev\u00e9e que lors de n&rsquo;importe quelle p\u00e9riode pr\u00e9c\u00e9dente de ma vie professionnelle.\u201d<\/em><\/p>\n<p style=\"text-align: justify;\">Ces r\u00e9sultats montrent que les professionnels de sant\u00e9 sont pleinement investis dans leur t\u00e2che. Insensibles aux incitations financi\u00e8res pouvant les amener \u00e0 quitter le service public, ils s\u2019investissent, sans compter pour la population. Leur abn\u00e9gation comme leur compassion sont tr\u00e8s \u00e9lev\u00e9es. Ces dimensions de la MSP constituent une ressource capitale pour leur employeur public. Elle permet au syst\u00e8me de sant\u00e9 libanais de disposer de professionnels de sant\u00e9 d\u00e9sireux de s\u2019investir et de palier le manque de moyens.<\/p>\n<p style=\"text-align: justify;\">Il demeure que ce constat positif, qui retrouve les conclusions de la litt\u00e9rature doit \u00eatre nuanc\u00e9e. En effet, si \u00e0 court terme, on ne peut que se f\u00e9liciter de l\u2019existence de la MSP et de ses effets positifs pour les fonctionnaires et l\u2019administration, une autre lecture de ces cons\u00e9quences peut \u00eatre faite. Une face plus sombre peut aussi \u00e9merger. Les travaux soulignent notamment que le sur-engagement professionnel peut se r\u00e9v\u00e8ler \u00e0 terme destructeur pour la sant\u00e9. Il peut aussi nuire aux relations avec les coll\u00e8gues de travail comme avec des tiers.<\/p>\n<p style=\"text-align: justify;\">C\u2019est pourquoi il convient dans ce type de d\u00e9marches, d\u2019envisager les effets de la MSP, non pas uniquement \u00e0 court terme mais \u00e9galement\u00a0 \u00e0 plus long terme, afin d\u2019int\u00e9grer une perspective plus r\u00e9aliste de cette dimension essentielle de la motivation des fonctionnaires.<\/p>\n<p style=\"text-align: right;\"><a href=\"http:\/\/observatoire-asap.org\/index.php\/2020\/02\/14\/francois-grima\/\">Fran\u00e7ois Grima<\/a> et <a href=\"http:\/\/observatoire-asap.org\/index.php\/2021\/06\/17\/nehme-naim\/\">Nehme Naim<\/a><\/p>\n<p><strong>R\u00e9f\u00e9rences<\/strong><\/p>\n<p style=\"text-align: justify;\">Kim, S.; Vandenabeele, W.; Wright, B.
