Si la LOLF (1) a permis de professionnaliser le contr\u00f4le de gestion des organisations publiques, ces derni\u00e8res n\u2019ont toujours pas les \u00e9l\u00e9ments pour \u00e9valuer la pertinence \u00e9conomique de leurs actions. L\u2019extr\u00eame prudence des d\u00e9cideurs publics les conduit \u00e0 \u00e9valuer la performance \u00e9conomique des actions qu\u2019ils pilotent uniquement \u00e0 travers leur budget et une gestion \u00ab efficiente \u00bb de leurs ressources (Cappelletti, Khenniche, 2017). Comment conduire davantage d\u2019actions \u00e0 budget \u00e9quivalent ou moindre\u00a0? Cette approche est particuli\u00e8rement r\u00e9ductrice lorsque l\u2019on observe la valeur ajout\u00e9e apport\u00e9e, notamment par la sph\u00e8re publique territoriale, et la cr\u00e9ation de valeur du travail en r\u00e9seau r\u00e9alis\u00e9e par les intervenants sur un territoire. Or, lorsqu\u2019un dispositif public n\u2019est pas \u00e9valu\u00e9, cela fait courir le risque de sa disparition.<\/p>\n<h2>La m\u00e9thode ISEOR<\/h2>\n<p style=\"text-align: justify;\">Depuis 47 ans, les travaux de l\u2019ISEOR ont port\u00e9 sur l\u2019identification du concept de <a href=\"http:\/\/164.132.163.82\/SiteIseor\/analyse_socio_eco.asp\">co\u00fbts-performances cach\u00e9s<\/a>, qui a permis d\u2019\u00e9laborer une m\u00e9thode d\u2019\u00e9valuation des impacts socio-\u00e9conomiques d\u2019un dispositif public. Il est ainsi possible de mesurer les performances socio-\u00e9conomiques cach\u00e9es d\u2019un dispositif public dont les \u00e9lus et managers publics n\u2019ont pas connaissance. Cette m\u00e9thodologie a \u00e9t\u00e9 \u00e9labor\u00e9e \u00e0 partir de probl\u00e9matiques publiques telles que l\u2019insertion des jeunes dans les quartiers, la lutte contre l\u2019illettrisme (Savall, Bonnet, 1988) l\u2019attractivit\u00e9 des dispositifs des ateliers sant\u00e9 ville dans les quartiers prioritaires de la ville (Savall, Goter, Bondin, 2019). Les r\u00e9sultats pr\u00e9cis de l\u2019\u00e9valuation des ateliers sant\u00e9 ville ainsi que le maintien de ce dispositif gr\u00e2ce \u00e0 l\u2019\u00e9valuation des impacts socio-\u00e9conomiques se trouvent dans l\u2019article \u00ab\u00a0Les impacts socio-\u00e9conomiques du dispositif public Atelier Sant\u00e9 Ville\u00a0\u00bb.<\/p>\n<h2>L&rsquo;exemple \u00ab\u00a0Ateliers Sant\u00e9 Ville\u00a0\u00bb (ASV)<\/h2>\n<p style=\"text-align: justify;\">Prenons l\u2019exemple des Ateliers Sant\u00e9 Ville (ASV), qui ont pour objectif de r\u00e9duire les in\u00e9galit\u00e9s sociales et territoriales dans l\u2019acc\u00e8s aux droits de sant\u00e9, \u00e0 la pr\u00e9vention et aux soins. Ils r\u00e9unissent, pour chaque quartier prioritaire d\u2019une Ville, les associations, les habitants, les \u00e9tablissements sanitaires, les professionnels de sant\u00e9 lib\u00e9raux, les institutions et les collectivit\u00e9s territoriales pr\u00e9sents sur le territoire. Ils proc\u00e8dent, gr\u00e2ce \u00e0 une m\u00e9thode par groupes de travail, \u00e0 l\u2019\u00e9change d\u2019informations cl\u00e9s entre les acteurs associatifs ou professionnels de sant\u00e9 ainsi qu\u2019au montage d\u2019actions, d\u2019\u00e9v\u00e9nements et d\u2019information des habitants sur l\u2019acc\u00e8s aux droits et aux soins. Comment \u00e9valuer si les ASV ont un effet b\u00e9n\u00e9fique sur l\u2019acc\u00e8s aux droits et aux soins\u00a0? Comment en \u00e9valuer les impacts socio-\u00e9conomiques\u00a0? Voici les \u00e9tapes cl\u00e9s\u00a0:<\/p>\n<ol style=\"text-align: justify;\">\n<li>Identifier une vari\u00e9t\u00e9 d\u2019acteurs impliqu\u00e9s pour assurer une \u00ab\u00a0intersubjectivit\u00e9 contradictoire\u00a0\u00bb (Savall et Zardet, 1995, 2004) des opinions collect\u00e9es lors des entretiens semi-directifs approfondis. Que vous apporte votre participation \u00e0 un Atelier Sant\u00e9 Ville\u00a0? Quelles sont les principales actions men\u00e9es\u00a0? Quels sont les effets positifs, mais aussi les difficult\u00e9s rencontr\u00e9es\u00a0?<\/li>\n<li>A l\u2019\u00e9chelle d\u2019une grande ville\u00a0: 2 quartiers ont \u00e9t\u00e9 choisis pour une approche contrast\u00e9e et 62 personnes interview\u00e9es\u00a0: 16 acteurs du quartier A, 21 acteurs du quartier B et 13 partenaires institutionnels (Mairie, CPAM, CHU, H\u00f4pitaux et pr\u00e9vention sant\u00e9, Association pour la sant\u00e9, M\u00e9decin chef de service projets, \u00c9cologie urbaine, D\u00e9l\u00e9gu\u00e9s du pr\u00e9fet&#8230;.)\u00a0;<\/li>\n<li>Suite aux entretiens, nous avons obtenu 3 types de r\u00e9sultats\u00a0: des impacts sociaux au b\u00e9n\u00e9fice des usagers, des impacts sociaux au b\u00e9n\u00e9fice des partenaires associatifs ou des professionnels de sant\u00e9 et une pr\u00e9-identification des impacts \u00e9conomiques.<\/li>\n<li>Pour approfondir l\u2019\u00e9valuation socio-\u00e9conomique\u00a0: une deuxi\u00e8me s\u00e9rie d\u2019entretiens a \u00e9t\u00e9 men\u00e9e aupr\u00e8s de 33 parmi les 62 acteurs interview\u00e9s pour quantifier les performances cach\u00e9es. Cette m\u00e9thode met en \u00e9vidence deux types d\u2019impacts \u00e9conomiques qui constituent des performances cach\u00e9es d\u2019un dispositif public\u00a0:<\/li>\n<\/ol>\n<p style=\"text-align: justify;\">&#8211; des co\u00fbts \u00e9vit\u00e9s\u00a0: Les ASV \u00e9vitent des frais de sant\u00e9 et r\u00e9duisent les temps pass\u00e9s par l\u2019ensemble des acteurs agissant sur le parcours de sant\u00e9 des usagers du territoire.<\/p>\n<p style=\"text-align: justify;\">&#8211; des captations de ressources\u00a0: Les ASV permettent de mobiliser des ressources mat\u00e9rielles, financi\u00e8res et de temps pass\u00e9s par les partenaires associatifs, professionnels de sant\u00e9 et institutionnels au b\u00e9n\u00e9fice de l\u2019am\u00e9lioration de la sant\u00e9 des usagers du territoire.<\/p>\n<ol start=\"5\">\n<li style=\"text-align: justify;\">Une pr\u00e9sentation contradictoire des r\u00e9sultats a \u00e9t\u00e9 faite aux acteurs interview\u00e9s, puis aux \u00e9lus territoriaux, au Directeur G\u00e9n\u00e9ral des Services et au Directeur G\u00e9n\u00e9ral Adjoint de la Mairie. L\u2019\u00e9valuation socio-\u00e9conomique aide les acteurs \u00e0 orienter leurs d\u00e9cisions de politiques publiques.
