Initialement centr\u00e9s sur une critique de la place et du r\u00f4le l\u2019\u00c9tat dans l\u2019\u00e9conomie, les d\u00e9bats s\u2019orientent vers une r\u00e9flexion sur la red\u00e9finition m\u00eame de la place de l\u2019\u00c9tat avec la mise en place de nouveaux espaces de l\u2019action publique.<\/p>\n<h2 style=\"text-align: justify;\">Entre Europe et territoires, de nouveaux espaces de l\u2019action publique<\/h2>\n<p style=\"text-align: justify;\">Ces nouveaux espaces s\u2019organisent du fait de l\u2019\u00e9volution contemporaine de l\u2019action publique. Cette \u00e9volution marqu\u00e9e par un double mouvement&nbsp;: la mont\u00e9e en puissance de <strong>l\u2019Europe<\/strong> et le renforcement de <strong>l\u2019\u00e9chelon territorial<\/strong>. En effet, l\u2019Europe, avec la cr\u00e9ation de la politique communautaire de l\u2019emploi, issue du Trait\u00e9 d\u2019Amsterdam (1997) qui institue l\u2019emploi comme une <em>question d\u2019int\u00e9r\u00eat commun<\/em>. L\u2019Europe devient un niveau de d\u00e9cision qui initie les politiques publiques en mati\u00e8re d\u2019emploi par le biais notamment de ses actions structurelles. L\u2019\u00e9chelon territorial qui est confront\u00e9 \u00e0 la complexit\u00e9 du r\u00e9el se voit institutionnalis\u00e9 du fait du renforcement du <a href=\"https:\/\/www.touteleurope.eu\/actualite\/qu-est-ce-que-le-principe-de-subsidiarite.html\"><strong>principe de subsidiarit\u00e9<\/strong><\/a> r\u00e9sultant du Trait\u00e9 de Lisbonne (2007). Un espace important pour le d\u00e9ploiement de politiques innovantes en faveur de l&#8217;emploi s\u2019ouvre alors. Entre ces deux niveaux, un \u00c9tat Fran\u00e7ais qui ne peut qu\u2019observer la perte de sa centralit\u00e9.<\/p>\n<p style=\"text-align: justify;\">Parmi les politiques publiques, c\u2019est en mati\u00e8re d\u2019emploi que l\u2019action publique au niveau territorial appara\u00eet comme \u00e9vidente. Toutefois, dans les faits, la question de l\u2019emploi ne semble s\u2019apparenter qu\u2019\u00e0 une externalit\u00e9 des politiques d\u2019am\u00e9nagement du territoire (Madec &amp; Rifflart, 2016). Une exception r\u00e9side, peut-\u00eatre, dans les dispositifs d&#8217;emploi environnementaux, en ce que, d\u2019une part, l\u2019environnement est un champ qui se soustrait aux d\u00e9coupages territoriaux et administratifs traditionnels et, d\u2019autre part, la combinaison de l\u2019environnement et de l\u2019emploi permet la mise en place de politiques publiques locales innovantes.<\/p>\n<h2 style=\"text-align: justify;\">Le programme \u00ab&nbsp;emploi environnement&nbsp;\u00bb, une exp\u00e9rimentation innovante d\u2019action territoriale<\/h2>\n<p style=\"text-align: justify;\">C\u2019est avec la loi relative au d\u00e9veloppement de l\u2019emploi de l\u2019apprentissage (juillet 1993) que nous pouvons dater l\u2019inscription territoriale des politiques d\u2019emploi. Au croisement de la d\u00e9concentration (politique publique) et de la d\u00e9centralisation (action publique), le Conseil R\u00e9gional s\u2019apparente \u00e0 un acteur cl\u00e9. Ainsi, en 1994, le Conseil R\u00e9gional Nord-Pas-de-Calais, qui vient de se doter d\u2019un ex\u00e9cutif \u00ab&nbsp;vert&nbsp;\u00bb, s\u2019est alors saisi de l\u2019opportunit\u00e9 de mettre en place la programme \u00ab&nbsp;Emploi Environnement&nbsp;\u00bb en concertation avec les services d\u00e9concentr\u00e9s de l\u2019\u00c9tat en vue s\u2019inscrire dans des activit\u00e9s de protection et d\u2019entretien de l\u2019environnement (Knockaert &amp; Maillefert, 2002).<\/p>\n<p style=\"text-align: justify;\">En 1996, la R\u00e9gion a souhait\u00e9 d\u00e9corr\u00e9ler son action de celle de l\u2019\u00c9tat. L\u2019inflexion du programme prend corps dans un changement de logique. En effet, la diff\u00e9rence de la politique d\u2019am\u00e9nagement du territoire ancr\u00e9e dans une logique d\u2019insertion avec un recours cons\u00e9quent aux contrats aid\u00e9s, le programme s\u2019inscrit dans une logique de la cr\u00e9ation d\u2019activit\u00e9s et d\u2019emplois p\u00e9rennes (\u00e9co-gardes). Les politiques publiques locales, qui ont souvent comme cible un public en difficult\u00e9, comportent un ancrage territorial important. Cette inflexion s\u2019est apparent\u00e9e \u00e0 une <strong>action publique innovante.<\/strong><\/p>\n<p style=\"text-align: justify;\">Toutefois, ce virage \u00e0 pu brouiller la visibilit\u00e9 du programme. L\u2019imbrication des syst\u00e8mes de financements (Europe, \u00c9tat, R\u00e9gion) et la <a href=\"https:\/\/cgedd.documentation.developpement-durable.gouv.fr\/documents\/Affaires-0005518\/006217-01_rapport.pdf\">concurrence avec des dispositifs nationaux<\/a> comme les \u00ab&nbsp;emplois jeunes&nbsp;\u00bb ont conduit la R\u00e9gion \u00e0 arr\u00eater son dispositif.<\/p>\n<p style=\"text-align: justify;\">Si l\u2019espace pour d\u00e9velopper des actions publiques innovantes existe, les espaces d&rsquo;intervention de la politique d&#8217;emploi sont complexes \u00e0 d\u00e9limiter. Ils ne se recoupent ni avec des cat\u00e9gories administratives comme le bassin d\u2019emploi, ni avec des cat\u00e9gories issues de l\u2019application de mesures locales&nbsp; en faveur de l\u2019emploi (r\u00e9gions, d\u00e9partements, ou quartiers). Au surplus, sur un espace territorial donn\u00e9, les acteurs (d\u00e9cideurs et financeurs) sont enchev\u00eatr\u00e9s, ce qui rend ardues tant la compr\u00e9hension des politiques publiques que la visibilit\u00e9 de leur efficacit\u00e9 tant les motivations respectives leur sont propres.<\/p>\n<p style=\"text-align: justify;\">Le lien R\u00e9gion \u2013 Europe, depuis cette premi\u00e8re exp\u00e9rience, s\u2019est, lui, affermi et les <a href=\"https:\/\/ec.europa.eu\/regional_policy\/fr\/policy\/how\/priorities\">Fonds structurels<\/a> ainsi que les fonds d&rsquo;investissements europ\u00e9ens sont devenus autant d\u2019instruments en mati\u00e8re de financement de la politique r\u00e9gionale de l\u2019Europe. Ainsi, la programmation 2014-2020 de cette politique en plus de la coloration environnementale \u00e9vidente (5 objectifs th\u00e9matiques sur 11 y font r\u00e9f\u00e9rence), l\u2019Europe encourage les territoires \u00e0 l\u2019\u00e9valuation des actions. A cela, la Loi NOTRe, en tant que nouvelle \u00e9tape du processus de d\u00e9centralisation, devrait pouvoir all\u00e9ger le \u00ab&nbsp;mille feuilles administratif&nbsp;\u00bb et clarifier les comp\u00e9tences entre le pouvoirs publics et les r\u00e9gions favorisant une meilleure lisibilit\u00e9 propice \u00e0 l\u2019innovation en mati\u00e8re d\u2019action publique locale.<\/p>\n<p style=\"text-align: right;\"><a href=\"http:\/\/observatoire-asap.org\/index.php\/2020\/11\/30\/sebastien-knockaert\/\">S\u00e9bastien Knockaert<\/a><\/p>\n<p style=\"text-align: justify;\"><strong>R\u00e9f\u00e9rences<\/strong><br \/>\nGregoir, S.
